2025 LEGISLATIVE SCORECARD

Welcome to CT Votes for Animals 2025 Legislative Scorecard!

This year, we revamped our Legislative Scorecard to offer a clearer and more comprehensive look at how state legislators voted on key animal-related bills. As in past years, it includes a detailed table of every vote cast by every legislator. New in 2025, are individual tables for each bill, providing you with multiple ways to see how your legislator voted.

The Scorecard is divided into three sections:

  • Legislative Priorities – bills central to CVA’s agenda;

  • Priority-Adjacent Supported Legislation – bills we strongly supported; and

  • Priority-Adjacent Opposed Legislation– bills we actively opposed.

This year’s Scorecard covers 14 bills, representing some of the most significant animal-related legislation in Connecticut. Bills that were not voted on are not included. Defensive advocacy played a major role this session, and due to the steadfast support of animal lovers across the state, we successfully defeated efforts to legalize bear hunting, industrialize rabbit farming, and reduce public transparency on animal research in higher education.

Connecticut residents made their voices heard – sending more than 1,400 emails and submitting over 100 pieces of testimony.

Together, they ensured that the welfare of animals remained a priority at the Capitol!
